Leroy Williams, 54, was found just after midnight on July 3, 2025, in the 5500 block of Procter Street in Port Arthur. An initial emergency call described an auto-pedestrian crash, but officers discovered Williams had been shot multiple times. He was taken by ambulance to a Southeast Texas hospital and later died of his injuries. Memorial notices identify him as Leroy Pug Williams Jr., born November 11, 1970.
Investigators quickly shifted the inquiry from a traffic incident to a homicide and released surveillance images of a woman described as a person of interest tied to the scene just after 12:20 a.m. By July 8, Port Arthur police, assisted by a SWAT team, arrested two local men, Roger Carter, 53, and Aaron Wiggins, 33, each charged with murder; bond was reported at $1 million for each. A Jefferson County grand jury indicted Carter and Wiggins on August 1, 2025. Memorial pages and gun-violence archives continue to list Williams as the victim.
Did anyone in the Port Arthur area see activity on Procter Street around midnight on July 3 that could help clarify what happened?
