Tracy Winslow, 30, disappeared from Oil City, Louisiana on the night of January 23, 2011. After an evening out with friends she returned to the apartment she shared with her mother around midnight. Witnesses reported hearing her talking outside the building and then a car speeding away. Tracy was never seen or heard from again.
At about 2:30 a.m. on January 24 her silver 2006 Dodge Charger was found ablaze on the side of a road in Shreveport, miles from her home; the vehicle was completely destroyed. Investigation quickly focused on her ex-boyfriend Eddie Lee Biscuit Jackson, with whom she had been in a 15-year relationship and who shared three children with her. Cellular data placed Jackson’s phone near the burning car; he was arrested days later and charged with second-degree kidnapping and arson.
During the 2012 trial two of the couple’s children and a cousin testified about prior threats and violence and threatening texts to Tracy; the jury convicted Jackson and he was sentenced to 40 years without parole. Tracy’s body has not been found and the circumstances point to foul play, but the exact circumstances of her disappearance remain unresolved. Does anyone who knew Tracy or was in Oil City or Shreveport that night have information to share?
