Tamir Rice, 17, was found with a gunshot wound at the Foxwood Apartments complex on Hamilton Avenue in Panama City, Florida, after police responded to a reported shooting in late November 2025. Responding officers and EMS provided lifesaving measures and continued efforts to stabilize him, but he later died of his injuries. The case was immediately treated as a homicide.

Initial accounts from people at the scene told officers the shooting was an accident and self-inflicted, but detectives say physical and forensic evidence did not match that version. Investigators determined the evidence pointed to another narrative and shifted the probe toward potential criminal responsibility. Detectives identified Aaron Brooks as the person they believe fired the shot that killed Rice and say he also tampered with evidence; Brooks was taken into custody and is facing murder and tampering with evidence charges. Javonte Russ was later arrested and is charged with accessory after the fact to murder for allegedly giving investigators false information intended to interfere with the inquiry.

The investigation is ongoing. If anyone was at Foxwood Apartments in late November 2025 or has information about what happened, please come forward.
