On December 16, 2009, Jabril D. Harper was found dead in Roosevelt Park in Buffalo, New York. An autopsy later showed Harper had been shot twice in the head, and his death was ruled a homicide.

Investigators received a sworn statement from Jonathan Singletary on January 11, 2010, in which he said two men, Rodshaun Black and Ernest Green, had confessed to robbing and killing Harper and that Black told him the killing was a $10,000 contract. Ernest Green was arrested and charged in March 2012 with robbery affecting interstate commerce in connection with the death; charges against Green and Black were later expanded to include kidnapping and firearms offenses and were tried in federal court beginning in late 2017. The trial ended with a hung jury on the counts tied to Harper’s murder, and the defendants were acquitted on other counts; the murder counts were dismissed later because of a speedy-trial violation. Singletary was later convicted of obstructing an official proceeding for providing false testimony during the trial.

What information about Harper’s last known movements or contacts might still help explain what happened in Roosevelt Park that day?
