On the evening of April 20, 2026, 60-year-old Luis Fernando Marquez was walking on a sidewalk in the 5900 block of San Bernardo Avenue in Laredo, Texas, when a stray bullet struck him at about 9:35 p.m. He was taken to a local hospital and died overnight. The Laredo Police Department described Marquez as an innocent bystander and reported the shooting resulted from a road rage incident between two vehicles.
Detectives with the CAPERS unit used surveillance video to identify a suspect vehicle and located 36-year-old Allen Denel Phillips at a warehouse on Camino a las Minas. Phillips, a resident of Oklahoma, was arrested; officers found a semi-automatic weapon in his vehicle. Phillips was charged with first-degree murder and investigators said he claimed not to have known he had shot someone.
Marquez, a Sioux City, Iowa resident born in San Julián, Jalisco, Mexico, was remembered by family as kind, charitable and devoutly Catholic, noted for his optimism and sense of humor. Anyone with information about the shooting is asked to come forward.
