On a snowy night in Toledo on December 20, 1973, 22-year-old Vicky Lynn Small accepted a ride from a stranger during a heavy snowstorm and was taken to Ottawa Park instead of her nearby destination. A recent University of Toledo graduate, she was raped and shot multiple times with a .25 caliber pistol and left behind a golf course building; her body was found about four hours later.
The early investigation drew sharp criticism from her family. Her car was not impounded for weeks and her apartment was not sealed, and police examined as many as 100 people and several firearms without making an arrest. Her father brought his concerns to the Toledo City Council.
Decades later, the case was tied to Anthony Cook, who admitted to Small’s murder in 2000 as part of a plea deal connected to other violent crimes; he received two life sentences. Does anyone have memories or information about Vicky’s life in Toledo or the events of that night that could add context to the case?
