Terry Joseph Good Voice Elk, also known as Terry Waters, was 27 when he was last seen in Rapid City, Pennington County, South Dakota, on November 14, 1991. He had a previous right-eye injury and wore a glass eye, often using sunglasses, and reportedly had scars on his legs, wrists, and abdomen.

Personal items and clothing reported in case files include a wallet with a chain, a backpack, black steel-toe boots, sunglasses linked to his eye injury, and an earring in his left ear. The only commonly circulated photo shows him at about 16, so it may not represent his appearance at 27.

Terry’s disappearance remains unresolved and is listed in NamUs (MP14701) and other missing-person databases as an endangered missing person. Anyone who remembers seeing Terry in Rapid City around November 14, 1991, or who has information about his whereabouts is asked to contact the Rapid City Police Department.
