On the afternoon of Tuesday, October 25, 1988, 46-year-old Emory Eli Carroll, a white male, was shot multiple times in the head and found dead beside his blue 1975 Ford van in the parking lot of the Chesapeake House on the Bay condominiums on Shore Drive in Virginia Beach. The sound of several gunshots around 5:00 p.m. drew law enforcement to the scene; emergency rescue personnel pronounced him dead and the State Medical Examiner’s Office confirmed the cause of death and ruled the manner a homicide. Carroll was still holding his car keys when his body was discovered.

Despite an initial investigation, the case went cold. No suspects have been publicly identified or arrested and no official motive has been determined. If anyone has information about Emory Eli Carroll’s murder or remembers activity in the area that afternoon, please come forward.
