Just thinking aloud here, but given that Rushaw Belton was last seen in an area that’s quite busy, wouldn't there be at least some security camera footage? The 2400 block of 17th Street is not exactly remote, and I'd assume there are businesses or buildings with security cameras that might have captured something. Even if there’s nothing definitive, sometimes just knowing which direction he was heading could be helpful in figuring out what happened next. I hope the authorities are actively seeking out any possible video or digital evidence, and maybe even reaching out to people in the neighborhood for any additional info.
