In the pre-dawn hours of May 30, 2015, 18-year-old Ebin Lamont Proctor was fatally shot during a confrontation with law enforcement in the Verde Village area near Cottonwood, Arizona. A Yavapai County Sheriff’s deputy stopped a Jeep about 4:09 a.m. for a traffic violation; Proctor was a passenger among six occupants and fled on foot during questioning. Deputy Steven Gorman, 26 at the time, chased Proctor into a nearby backyard where a physical struggle occurred. The deputy reported fearing for his life and said Proctor tried to take his firearm; Gorman fired multiple shots, and Proctor was later found with seven gunshot wounds, most to the back of his head and neck. A Taser probe was attached to Proctor’s shorts and the deputy suffered non-life-threatening injuries.
Investigators from the Arizona Department of Public Safety found Proctor had an outstanding felony warrant for a probation violation linked to earlier convictions for resisting arrest and aggravated assault on an officer. Toxicology detected methamphetamine, cocaine, marijuana, and alcohol in his system. The Yavapai County Attorney’s Office reviewed the 337-page report; the five other Jeep occupants were taken into investigative custody. Does anyone have information about Proctor’s movements that morning or witnesses to the traffic stop and foot chase?
