Carlos Saavedra Ramirez, 51, was shot and killed by a Bisbee police officer on the morning of April 22, 2015, in a dirt lot behind the local Safeway where he had been living in a tent with the owner’s permission. The encounter began after a woman complained that Ramirez had been banging on her car windows in the store parking lot. Bisbee Police Sergeant Robert Coronado, a 17-year veteran, responded and, according to the officer’s account, saw Ramirez holding a knife and raised toward him. Coronado said he knocked Ramirez’s hand down, stepped back, then fired a single shot to the chest; an autopsy confirmed a single gunshot wound to the chest as the cause of death and a knife was reportedly recovered at the scene.
Investigators from the Cochise County Sheriff’s Department and the Sierra Vista Police Department examined the shooting. On May 29, 2015, the Cochise County Attorney’s Office concluded Coronado’s use of deadly force was legally justified. Toxicology showed methamphetamine and alcohol in Ramirez’s system. No arrests were made, and Coronado returned to duty after administrative leave. In March 2016 Ramirez’s mother and daughter filed a wrongful death lawsuit against Coronado and the City of Bisbee, alleging the force was unnecessary given Ramirez’s history of mental illness and prior police contacts.
