Millicent Opal Powell, 49, was last seen July 18, 2025, near Elma, Manitoba, about 90 kilometres east of Winnipeg. She is five feet, seven inches tall with a medium build, brown eyes and black and grey hair. When last seen she was reportedly wearing a blue t-shirt and black and white sweatpants.

Authorities describe Powell as a vulnerable person who lives with schizophrenia and a brain injury, and who is known to live a transient lifestyle. She may seek help from shelters or other services, and there was an indication she might have been attempting to travel to Toronto, Ontario, though that has not been confirmed. Distinctive features include pierced ears, a small scar on her upper lip and another scar near her left eye. The Winnipeg Police Service Missing Persons Unit is handling the investigation and has appealed for public assistance.
