Timothy Adam Kilgore, 42, was found fatally shot in a wooded area near Mulberry Avenue and 13th Street in Panama City, Florida, on the night of January 6, 2023. Officers arrived about 9:30 p.m. and discovered Kilgore with a gunshot wound to the chest; emergency responders attempted life-saving measures but he died at the scene.

Police identified 24-year-old Charles Caulk Jr. as the primary suspect after witnesses reported the shooter fled on foot. A multi-agency search using FLIR drones and a helicopter involved about 28 Panama City officers plus support from the Bay County Sheriff’s Office and Panama City Beach Police. Investigators say Caulk Jr. was picked up on Harrison Avenue by 35-year-old James Alexander Holland and taken to a Callaway residence, where officers located and arrested Caulk Jr. within three hours. Authorities report Caulk Jr. gave a full confession and the firearm was recovered at the residence. Caulk Jr. was charged with an open count of murder; Holland was charged with accessory after the fact and providing false information. Both Kilgore and Caulk Jr. were described as transients and no motive has been disclosed.
