On Halloween night 2023, 19-year-old Faybeann Ragsdale of Monroe, Georgia, was found dead from a gunshot wound to the head inside an SUV that had crashed near the entrance to a Home Depot in the Monroe Crossings Shopping Center. Initial 911 calls reported a crash and a nearby shooting; responders discovered the SUV had rolled through a bank parking lot and struck another car. The other driver was treated at a hospital and released.
Investigators concluded the incident was not an accident. Evidence indicates Ragsdale was shot while driving after meeting what was presented as a drug buyer. The meeting was moved from a Walmart lot to the Home Depot. According to the investigation, Kevin Yamil Rosa entered Ragsdale’s vehicle and shot her; witnesses saw him flee and get into a car driven by Jagunte Jaylee Bass. Cellphone records, surveillance video, and witness statements tied both men to a planned robbery.
Less than 24 hours after the shooting, Rosa was arrested in Conyers; bloody clothing and a firearm were recovered. Bass was later apprehended in Coweta County. Both men pleaded guilty to murder and related charges; sentencing details are included in the case file. Did anyone in the Monroe area see activity in the Home Depot or Walmart parking lots that night or know more about the meeting that led to this robbery?
