On February 24, 2024, 28-year-old Rodrigo Olivan of Waukegan was fatally shot on the 400 block of Powell Avenue in Waukegan. Officers found Olivan with a gunshot wound to the head and he was pronounced dead at the scene; a second victim, 24-year-old Ana Gil, was also shot and transported to Advocate Condell Medical Center with multiple gunshot wounds.

Investigators say the shooting was part of a broader crime spree that began in Chicago when an 18-year-old, Tylo Eddins, allegedly carjacked an Uber and stole a silver 2020 Kia Sorrento. Eddins is accused of driving the stolen vehicle to Waukegan, committing an armed robbery, then picking up 19-year-old Ishawn Z. Pitts. Authorities allege the pair drove down Powell Avenue, Eddins fired at the pedestrians, and then told Pitts to shoot them; the suspects fled north in the stolen Kia, which later crashed in Zion.

Detectives linked the crash to the slayings and recovered evidence. Pitts was arrested February 29 on an aggravated robbery warrant and has been charged with two counts of first-degree murder; Eddins was arrested in Killeen, Texas, on February 28 and faces extradition to Illinois to face six counts of first-degree murder. The Lake County Coroner’s Office confirmed both Olivan and Gil died of multiple gunshot wounds and related complications.
