Thomas Binford, a 42-year-old resident of North Chicago, Illinois, was shot and killed on May 20, 2023, outside an apartment building in the 1400 block of Cypress Avenue. Officers and firefighters arrived about 7:35 p.m. to find Binford unconscious and not breathing; he was taken to Vista Medical Center East in Waukegan and pronounced dead. The Lake County coroner’s autopsy confirmed death from a gunshot wound.

An 18-year-old North Chicago man was also shot that evening and taken to a hospital; his condition was later stabilized. Investigators recovered more than 20 shell casings, found a sedan with windows shot out and multiple bullet holes, and described the shooting as targeted rather than random. The shooters fled immediately and, at this time, no suspects have been identified. The North Chicago Police Department requested help from the Lake County Major Crime Task Force.
