On the afternoon of Halloween 2023, 51-year-old Patrick Eugene Sand was fatally shot on Church Street in the Latonia neighborhood of Covington, Kentucky. The shooting occurred at approximately 3:30 p.m.; a woman was also wounded and taken to the University of Cincinnati Medical Center. Sand was pronounced dead at the scene after officers responding to a call described as unknown trouble found both victims.

Police say shots were fired while they were responding in the 4000 block of Church Street. Investigators quickly identified and arrested a suspect: 32-year-old Covington resident Robert Hartman was taken into custody and charged with murder, then lodged in the Kenton County Detention Center. Detectives have asked anyone with information to contact Detective Adkisson or Cincinnati/NKY Crime Stoppers.
