Andrew Lee Barton, 38, was shot and killed in the predawn hours of July 13, 2023, at the Paladin Apartments in Ponca City, Oklahoma. Police found him unresponsive on a sidewalk between two apartment buildings with a single gunshot wound to the chest; he was taken to a hospital and pronounced dead at 2:39 a.m. He was a husband and father of four.

A neighbor told police Barton had knocked on her door about 30 minutes before the shooting. The neighbor’s boyfriend later returned from a short walk saying two men had chased him; the neighbor then heard an argument and saw a gunman by the stairs with two others. Moments after a gunshot, the couple found Barton on the ground; he reportedly told them to call the police, saying he was going to die. A single 9mm casing was located about 15 feet from where Barton lay.

Authorities identified and arrested 18-year-old Kennis Spotted Thunder Rhodd the same morning, initially charging him with second-degree murder and obstruction of justice; police also named a 15-year-old, Anthony B. LeClair, as a person of interest. The eyewitness who figured in the case reportedly could not identify the shooter in court.
