Tayquan Cornell Palmer, 28, was shot and killed in Frederick, Maryland in the early hours of July 1, 2023. Officers responded about 12:20 a.m. to the 100 block of West All Saints Street and found Palmer in a parking lot with a single gunshot wound to the face. Officers and EMS attempted life-saving measures, but Palmer was pronounced dead at the scene.
Detectives determined Palmer and another man, identified as Jeffrey Whitney Bryan Jr., had been at an outdoor gathering on the evening of June 30 with roughly 20 to 30 people when an argument occurred. Bryan reportedly left, returned wearing a hoodie and a full face mask, waited in a nearby alley, then approached Palmer when he was separated from the crowd and shot him in the head. Investigators did not believe the shooting was random.
A Frederick County Grand Jury later indicted Bryan on multiple charges, and he agreed to surrender; he was arrested and held without bond. Anyone with information about Palmer, the gathering, or the events that night is asked to come forward.
