Victor Murray, 43, of Philadelphia, was shot and killed in the Walmart parking lot in Biscoe, North Carolina, on November 2, 2024, shortly before 5 p.m. First responders found Murray with multiple gunshot wounds and he died at the scene. Witnesses reported hearing five to seven shots and saw a black Ford Fusion leave toward Troy.

A BOLO for the vehicle led a North Carolina State Highway Patrol trooper to stop the car and take a suspect into custody without incident. The alleged shooter is 23-year-old Kevin Ratliff-Lofton of Troy, originally from Philadelphia. Earlier that day Troy police had responded to a child custody dispute at Ratliff-Lofton’s residence; the child’s mother left with the child accompanied by her father, Victor Murray, and another family member, and investigators say Ratliff-Lofton appears to have followed Murray to the Walmart.

Ratliff-Lofton was charged with first-degree murder and was being held without bond at the Montgomery County Detention Center, with an initial court appearance set for November 4, 2024. The Biscoe Police Department is continuing the investigation and asks anyone with information to contact Detective A. Comer at 910-428-2978.

Did anyone see the black Ford Fusion or the events in the Walmart parking lot that afternoon?
