Jason Tanom Simmons, 33, was found dead in his Citrus Heights apartment on Sayonara Drive on March 20, 2023. Officers responding to a call about 6:45 p.m. discovered Simmons had suffered a fatal gunshot wound to the head. The Citrus Heights Police Department opened a homicide investigation, collected evidence and interviewed witnesses, and described the incident as appearing targeted rather than a random threat to the community.

Investigators later identified 30-year-old Joshua Zell Brisbane of Carmichael as the primary suspect. On July 11, 2023, detectives, with assistance from the Roseville Police Department’s SWAT team and Sacramento County Probation officers, arrested Brisbane in Roseville without incident; he was booked into Sacramento County Jail on homicide charges and held without bail. Anyone with information is asked to contact the Citrus Heights Police Department Crime Tip Line at 916-727-5524 or Sacramento Valley Crime Stoppers at (916) 443-HELP.

If anyone knew Jason or has information that could help the investigation, please come forward.
