Dominique Otey, a 22-year-old Black man, was shot and killed on May 17, 2018, in Helena-West Helena, Arkansas. The shooting occurred about 3:30 p.m. on Elm Street after an argument escalated into a physical fight and one person produced a firearm. Otey was taken to Helena Regional Medical Center, where he died of his injuries.
Investigators identified four individuals as suspects: Devonta Higgins, Tommy Higgins, Diamond Higgins, and a juvenile whose name was not released. Devonta Higgins was taken into custody; Diamond Higgins and the juvenile were questioned and released pending possible future charges. Tommy Higgins remained at large and authorities issued a nationwide alert, noting he had family ties in Alabama and Tennessee. The vehicle believed to have been used was found at the home of Tommy Higgins’ mother.
Does anyone in Helena-West Helena have information about Tommy Higgins’s whereabouts or about the events on Elm Street that afternoon?
