On December 16, 2021, Frank Falcon-Delgado, 45, was killed in a violent home invasion at an apartment complex near Southwest Greenburg Road and 95th Avenue in Tigard, Oregon. The attack occurred about noon; officers found Falcon-Delgado and 26-year-old Lacy Kitchens dead at the scene from gunshot wounds.
Investigators identified 42-year-old Ronald Terry Stephens as the suspect. Stephens drove to Kitchens’ apartment, forced his way inside and kicked in her locked bedroom door. Inside he encountered Kitchens and Falcon-Delgado and shot both twice in the head with a 9mm handgun. He then kicked in the door to the roommates’ bedroom intending to harm them; they hid in a closet and were not injured. Stephens fled but was arrested later that night at a Fred Meyer in Sandy, Oregon. Forensic evidence and surveillance placed him at the scene, and detectives linked the attack to a prior burglary at the same apartment about two weeks earlier in which Stephens had kidnapped and threatened roommates with a firearm.
Did anyone in the Tigard area know Falcon-Delgado or have information about the earlier burglary two weeks before the killings?
