On a Tuesday afternoon in February 2014, 25-year-old Daniel Leonard Dechand was shot multiple times while a passenger in a Chevrolet Blazer on Sunshine Lane just outside Hermiston, Oregon. The vehicle had picked up 22-year-old Timothy Allen Kelly earlier; David Wayne Newton was driving and rushed Dechand to Good Shepherd Medical Center where Dechand died about an hour later.
The Umatilla/Morrow County Major Crimes Team treated the shooting as a homicide and identified Kelly as the primary suspect. Kelly fled the scene but surrendered near Hood River six days later and was arrested. Investigators processed the Blazer, interviewed witnesses, and later recovered the firearm after Kelly led them to a rock pile near the scene.
Evidence developed during the probe raised the possibility Dechand was attempting to rob Kelly at the time of the shooting. A Umatilla County grand jury declined to indict Kelly on a murder charge and the charge was dismissed. Does anyone have information about Dechand, his movements that day, or witnesses who saw the men on West Highland Avenue or Sunshine Lane?
