Kevin Patrick Phelps, 37, was shot and killed at his Bixby, Oklahoma, home on June 19, 2017, one day after his birthday. The incident began when Earnest Liggins came to Phelps’s residence to repay a debt. Neighbors reported hearing a heated argument between the two shortly before 10 p.m., and the confrontation turned physical. Liggins, who was armed, shot Phelps; Phelps was pronounced dead at the scene.
Liggins was arrested and charged with first-degree murder. At trial he admitted firing the gun but said he acted in self-defense, and his attorney described Phelps as intoxicated and trained in martial arts. The jury acquitted Liggins of first-degree murder but convicted him of unlawfully carrying a firearm. He received credit for time served and was released from the Tulsa County jail.
Are there people who knew Kevin or who witnessed events that night who can add details about what led to the argument?
