On February 1, 2021, police in Laurel, Mississippi responded to a report of a shooting at a mobile home park on Bush Dairy Road, just east of Highway 15. Officers found 27-year-old Efrain Ortiz, a Hispanic man from Houston, Texas, suffering fatal gunshot wounds; he was later identified at the scene. Ortiz was described as an electrician and a father of six who had attended Del Valle High School.

Investigators concluded the attack was targeted rather than random, though no motive was released. A suspect, Luis Sandoval, left the state and was apprehended in Louisiana by state troopers. Sandoval waived extradition, was returned to Mississippi, and on February 4, 2021 was booked into the Jones County Adult Detention Center. He was charged with capital murder and ordered held without bond at an initial court appearance on February 5, 2021.
