Christopher Kelly Rapp, 54, was killed on May 31, 2019, in the mass shooting at the Virginia Beach Municipal Center. Rapp worked as a civil and environmental engineer for the city’s public works department and had been with the City of Virginia Beach for about a year after moving back to be closer to family. Colleagues remembered him as kind-hearted, intelligent and passionate about music, especially playing the bagpipes.

The gunman, a fellow city employee identified as DeWayne Craddock, entered Building 2 armed with a .45-caliber handgun fitted with a suppressor and extended magazines and opened fire, killing twelve people including Rapp. Craddock was confronted by police and died in the ensuing gun battle; no arrests were made. The motive remains unclear, though reports note Craddock had submitted his resignation earlier that day.

Does anyone who knew Christopher or worked with him have memories or details to share that could help paint a fuller picture of his life and service?
