On the evening of April 9, 2018, Jamale Deshawn Pannell, 33, was found on Madison Street in Lynchburg with multiple gunshot wounds. Police and medics responded to reports of shots fired just after 6 p.m.; Pannell was pronounced dead at the scene. Witnesses said an 18-year-old, Rodney O’Shawn Spinner II, was seen standing over Pannell and firing before fleeing with a backpack.

A K-9 unit located Spinner hiding under a stairway two blocks away. Officers recovered a loaded .40-caliber pistol, marijuana, and about $600 near him, and ballistic testing linked the firearm to the scene. Text messages found during the investigation indicated Pannell and Spinner had arranged to meet at that location for a drug transaction involving $600 and marijuana.

What can anyone who knew Pannell or observed activity on Madison Street that night add to the record?
