On March 14, 2018, 39-year-old Jennifer Bartel was shot in the torso outside her home on Cushing Street in Portsmouth, Virginia, and later died at a local hospital. The shooting reportedly followed a Facebook argument involving Bartel’s daughter and another woman that escalated into an in-person confrontation at Bartel’s residence. According to arrest warrants, Joshua L. Bowen, then 20, allegedly shot Bartel multiple times after she came out of the house; Bowen later told police he acted in self-defense and admitted to emptying his magazine at her. Investigators found Bowen hiding at Shaunicka M. Cooley’s home and recovered a handgun there.

Bowen was charged with first-degree murder and the use of a firearm in the commission of a felony. Cooley, Albany L. Pierce, 19, and Shyrayno M. Jackson, 38, were arrested on accessory-after-the-fact charges; they were later released on bond and those charges were nolle prossed in January 2019.
