On December 15, 2015, 27-year-old Vandalet S. Mercer was found in the street in Portsmouth’s Lincoln Park neighborhood after residents heard gunfire near Deep Creek Boulevard and Graham Street. She had sustained gunshot wounds to her torso and was pronounced dead at the scene. A man at the scene suffered a non-life-threatening gunshot wound to his hand.
Mercer was a mother and a Hickory High School graduate who had hoped to work in law enforcement. Loved ones described her as humble, good-hearted, friendly, and devoted to family and friends. The double shooting initially produced no suspects and left the neighborhood unsettled.
Investigators later linked Mercer’s killing to a broader 2015 violent spree in South Hampton Roads. Anthony Foye, identified as a member of the Nine Trey Gangsters, was named as the person responsible; he was connected to multiple murders and shootings during that period. Did anyone in Lincoln Park remember hearing or seeing anything that night that could still help fill gaps in the timeline?
