A dispute over a small amount of money ended in the fatal shooting of 22-year-old Shakkan Elliot-Tibbs in Alexandria. On July 2, 2015, police answered a report of a shooting in the 700 block of North Fayette Street just after 11:30 p.m. Elliot-Tibbs, a Woodbridge resident, was found with a gunshot wound, taken to a hospital, and pronounced dead. His death was reported as Alexandria’s first homicide of that year.
Investigators initially faced a wall of silence despite the busy location; witnesses were reluctant to cooperate. Family members including Elliot-Tibbs’s mother and aunt publicly urged anyone with information to come forward. Authorities later said the confrontation began after friends of Elliot-Tibbs allegedly stole $20 from the suspect’s intellectually disabled cousin, and that a physical altercation preceded the shooting.
A man was charged in the case and eventually convicted, then had that conviction overturned on appeal because detectives continued questioning him after he invoked his right to remain silent; the case then resolved with a plea to a lesser charge. If anyone knew Shakkan, was in the 700 block of North Fayette Street that night, or has information about the incident, please share what was seen or heard.
