On the night of December 2, 2014, 32-year-old Haywood Keith Payne Jr. stopped by a relative’s apartment at 3526 Fort Avenue in Lynchburg for a visit. Around 10:07 p.m. he called 911 to report he’d been shot in the chest and abdomen and said the shooter was still standing over him. Officers entered the unlocked residence, performed a sweep and took a man into custody who Payne later identified as the shooter.
Payne was taken to Lynchburg General Hospital and underwent surgery but remained critically injured. He died of his wounds on December 8, 2014. Investigators recovered a .38-caliber revolver in the apartment; forensic testing linked bullets to that weapon and the medical examiner reported two bullet paths through major organs, with signs Payne was moving when shot.
A grand jury indicted Larry Donnell Mosley on second-degree murder and related firearm charges. At trial the defense argued Mosley acted in self-defense, noting an age and size difference, while prosecutors highlighted the forensics and lack of injuries to Mosley. The jury convicted Mosley of second-degree murder and the firearm counts and recommended a 38-year prison term. Did anyone who knew Payne or was in that neighborhood the night of December 2 see or hear anything that could add detail to the timeline?
