On January 25, 2013, around 2 p.m., gunfire was heard in the 700 block of Hayes Avenue in the Pecan Gardens neighborhood of Virginia Beach. Neighbors found 24-year-old Black man Charles Stephen Boston, known to friends as Fresh, lying wounded in the roadway. He was transported to a local hospital but died a short time later.

Virginia Beach Police canvassed the area and investigated. By mid-February investigators had identified persons of interest and sought public help; police described looking for men in connection with the killing, but no identities or charges were publicly detailed at that time. The homicide unit later turned the file to the cold case unit, and there have been no public announcements of arrests or convictions.
