Detective Michael Smith Phillips, 37, was killed during an undercover buy-bust in the Green Run Shopping Center parking lot on Holland Road in Virginia Beach on the night of August 7, 2008. A U.S. Air Force Desert Storm veteran with six years on the Virginia Beach Police Department, Phillips had arranged to meet two men to purchase marijuana. While speaking with one man from inside his pickup truck, a second suspect approached and opened fire, striking him multiple times.

Fellow officers positioned nearby apprehended both suspects at the scene, but Detective Phillips died in the parking lot.He suspects taken into custody were identified as Ted Vincent Carter, 23, and Marshall Demetrius Moyd, 26, both of Virginia Beach. They were charged with first-degree murder, use of a firearm in the commission of a felony, and violation of the Drug Control Act. The investigation concluded the staged drug sale was a pretense for a robbery that turned fatal.Known court outcomes include a guilty plea and life sentence by one defendant and a later conviction and 68-year sentence for Ted Vincent Carter.
