A late-evening shooting on August 21, 2022, left two people dead near the Hudson Apartment Complex at East 14th Street and South Scott Avenue in Independence, Missouri. Deionate J. Hair, 21, a Black male, was found lying in the street near the intersection; a 16-year-old was found dead inside a wrecked Chevrolet Malibu. Witnesses described a chaotic scene with 40 to 50 shots heard and said the violence appeared targeted.

Observers reported that a man with dreadlocks approached Hair while he was on the ground, removed a mask Hair was wearing, asked who sent him, spat on him, and then shot him three times. Investigators used witness descriptions and photo lineups to identify 23-year-old Jayvon D. Rabb as the person who confronted and shot Hair. After an initial denial, Rabb reportedly told detectives he went down the street after hearing gunfire and fired at Hair while the victim lay on the ground. The Jackson County Prosecutor’s Office charged Rabb with second-degree murder and armed criminal action; bond was set at $300,000 cash-only.

Did anyone in the area witness events leading up to the confrontation or recognize the person with dreadlocks who approached Hair?
