In the afternoon of Thursday, September 20, 2018, a sense of unease settled over a neighborhood in Kansas City, Missouri. It was just before 1:30 p.m. when the sharp retort of gunfire shattered the daytime quiet, drawing the attention of residents near the 3300 block of East 73rd Street.
