In the spring of 2016, the life of a young St. Louis man was abruptly cut short, leaving a family to grapple with a loss that remains shrouded in uncertainty. Otis Lee Brown III, a 24-year-old Black male, was found deceased on the evening of Monday, April 11, 2016.
