In the late afternoon of May 13, 2020, tragedy struck in Annapolis, Maryland, when 23-year-old Collin Michael Flannigan was shot. The Annapolis Police Department responded to a call of shots fired in the 1100 block of Madison Street at approximately 3:10 p.m. Upon arrival, officers discovered Flannigan suffering from serious injuries.
