In the early evening of October 21, 2019, the life of 33-year-old Kelvin Carter, a Black male from Southeast D.C., was tragically cut short in District Heights, Maryland. Around 7 p.m., officers from the Prince George's County Police Department were dispatched to the 5000 block of Silver Hill Court following reports of a shooting. Upon their arrival at the scene, they discovered Carter in front of an apartment building, suffering from multiple gunshot wounds.
