In the early hours of a September morning, the quiet of a Baltimore neighborhood was shattered by the discovery of a young man's life cut short by violence. Romar Burden, a 26-year-old Black male, was found on September 5, 2019, at approximately 2:17 a.m. in the 1300 block of Glenwood Avenue.
