On a spring evening in Baltimore, the life of West Cager, a 41-year-old Black / African American male, was tragically cut short. On April 23, 2019, at approximately 10:32 p.m., police responded to a report of a shooting in the 300 block of North Pulaski Street. Upon arrival, officers found Cager suffering from gunshot wounds.
