In the early morning hours of January 9, 2019, the body of 26-year-old Regis Payne, a male resident of Northeast, D.C., was discovered lying in the 5900 block of Baltic Street in Capitol Heights, Maryland. A citizen who saw him on the road contacted the authorities at approximately 8:15 a.m. When Prince George's County police officers arrived at the scene, they found Payne unresponsive with trauma to his upper body. He was pronounced dead at the scene.
