In the Central City neighborhood of New Orleans, just before the stroke of midnight on a Tuesday in late December 2017, the life of 41-year-old Fernell Richmond was brought to a violent end. Officers were dispatched to a residence in the 3300 block of First Street, where they discovered Richmond inside, having sustained multiple gunshot wounds.
