In the early evening hours of a Monday in January 2017, gunshots shattered the routine of a South Baltimore neighborhood. When police responded to the 3600 block of South Hanover Street at approximately 6:10 p.m., they discovered 38-year-old Jamal Washington suffering from a gunshot wound to the head.
