Jose A. Munoz, a 26-year-old Hispanic man, was killed on the night of December 2, 2008, in Prince George’s County, Maryland. Late that evening—around 11:03 p.m.—gunfire erupted along the 5600 block of Landover Road, and he was the one who didn’t make it back home. What should have been an ordinary winter night ended in sudden violence, the kind that leaves behind flashing lights, cordoned-off pavement, and a silence that settles in only after the sirens fade.
