In the winter of 2006, the life of Spencer Henry Payne Jr., a 57-year-old man from Greater Landover, Maryland, was tragically cut short. On January 6th of that year, Payne, who was affectionately known as 'Butch' to his friends and family, was fatally shot in his hometown.
