In the summer of 1995, a violent encounter on a Baltimore street set in motion a chain of events that would culminate nearly three decades later in the death of Wallace Reid Allen. On July 21st of that year, Mr. Allen, a Black male, was shot in the 1600 block of West Lanvale Street. He was 52 years old at the time of the shooting. The immediate aftermath of the incident and the years that followed were undoubtedly marked by the challenges of his injuries.
