Juan Bibiano, a 22-year-old resident of Oxnard, California, tragically lost his life on May 26, 2019. The incident occurred in the early hours of the morning, around 1:40 a.m., when Oxnard Police Department officers responded to reports of a shooting victim in the area of Seventh Street and Oxnard Boulevard.
