Carlos Rubio, an 18-year-old Latino, was tragically shot to death on September 30, 2016, in the South Park neighborhood of Los Angeles, California. According to the Los Angeles County coroner’s records, the incident occurred around 2 a.m. while Rubio was walking west on East 49th Street.
