In the autumn of 2015, the life of Angel Louis Powell, a 29-year-old Black man, was tragically cut short on the streets of Baltimore, Maryland. On the afternoon of Friday, October 16th, Powell was found at 4:00 p.m. in the 900 block of Pennsylvania Avenue. He had sustained gunshot wounds.
